    Assessing Attitudinal Barriers to Health Insurance Enrollment and Facilitation in Vulnerable Populations

    Introduction: Homeless individuals bear a disproportionately high burden of disease. Lack of health insurance amongst homeless populations is a significant barrier to healthcare access. Methods: This study explored barriers and facilitators to health insurance via a survey-format that focused predominantly on attitudes towards health insurance and enrollment assistance. Results: Majority of respondents endorse a facilitator to guide the enrollment process at their location of healthcare. While 43.8% of participants reported they knew where to go for enrollment assistance, 43.7% did not. 100% of participants agreed that health insurance is important, while only 43.1% were insured. Conclusion: Distrust regarding facilitation in the previous literature is overstated. Confusion during enrollment process is a merited concern. Data from this study showed that the population prioritizes health insurance. Financial barriers remain significant. This population has overall positive attitude towards health insurance enrollment and facilitation. Low-level outreach is warranted

    This article reports on the specific role that action learning plays in the promotion of sustainability and innovation in the Local Government sector. The study focuses on one organisation and the efforts of a senior manager to enact change. The senior manager utilized his participation in an MBA programme to bring the classroom learning into his business. As a consequence of the requirements of the programme and also the desire of the senior manager, he was able to instigate a change programme, which delivered measurable outcomes and had financial and cultural impact. The creation of an enterprise culture, one that depends on entrepreneurs, is one of the strategic goals of the UK Government’s action plan for micro- and small-enterprises. The development of these enterprise cultures will naturally create a marketplace ‘churn’, one that stimulates both continuous and radical innovations, and as a consequence of this contribute to the overall UK’s overall productivity and sustained economic performance. Yet research on entrepreneurs, and particularly third-age entrepreneurs, their abilities and motivation to start-up new enterprises within the environmental good and services sector is limited.Our research study utilizes qualitative data collection and analysis. We have engaged with 12 small enterprise entrepreneurs who are currently, or have already started-up a new enterprise in the EGS sector. Our research studies on how opportunities and threats influence third-age enterpreneurs’ values, attitudes and practices suggested that both, sector-wide values and practices, as well as the strength of sector-based systems of innovations, significantly influence the effective prediction of venture creation, development and creative destruction practices. It is these third- age entrepreneurs mindset Business Models (BMs), how they perceive they can generate business value and align their business practices around EGS sector opportunities and threats, that both determines their propensity to create new ventures, and their motivation and success in driving new venture creation and development oportunities. A framework is proposed based on our limited entrepreneurial mindset analysis that links their values, vision and actions with a more substantial evaluation of their overall mindset business model.Peer reviewe

    Christopher Brown, Diane Morrad, ‘Challenging the Enterprises' Business Model: helping entrepreneurs to understand and interpret opportunities and threats’, paper presented at the 15th Annual Edineb Conference, Malaga, Spain, 15-18 June, 2008.Enterprises are presented with ever increasing challenges regarding marketplace uncertainty and ambiguity. They face competitive pressures from local and international sources, their competitors are constantly tweaking products and services to jostle ahead of them, and their customers expect responsiveness and innovativeness to their expressed and latent needs. The enterprises’ very success, and survival, depends on their ability to change their business, market and product strategies to fit these challenges. Underlying these business, market and product strategies is the enterprises’ business model. Simply, business models are an organisation’s understanding and interpretation of how they currently, and in the future, achieve their revenue and profit streams. These business models, used by the senior management and employees, are often based on outdated perspectives of both how the marketplace works and the changing business and customer values expected by their demanding stakeholders. In SMEs the creation, development and creative deconstruction of business models is most often driven by the founding entrepreneur, or subsequent corporate entrepreneurs brought in to provide professional management of these rapidly growing businesses. Interestingly, more recent research has strongly linked entrepreneurs’ mindset, or mental models (Zahra, Korri et al. 2005), associated with the challenges to the enterprise, with their drivers for innovation and changes in their enterprises’ business models. Certainly research has identified the potential value changes, business and customer, that can often facilitate the construction and deconstruction of business value-based innovations (Munive-Hernandez, Dewhurst et al. 2004), and then reflecting these in their overall business processes. This paper discusses the research study, undertaken by the authors, to explore the link between entrepreneurs’ understanding and interpretation of business opportunities and threats, and the potential influence in challenging their mindset business model.     Clone Detection and Elimination for Haskell

    Duplicated code is a well known problem in software maintenance and refactoring. Code clones tend to increase program size and several studies have shown that duplicated code makes maintenance and code understanding more complex and time consuming. This paper presents a new technique for the detection and removal of duplicated Haskell code. The system is implemented within the refactoring framework of the Haskell Refactorer (HaRe), and uses an Abstract Syntax Tree (AST) based approach. Detection of duplicate code is automatic, while elimination is semi-automatic, with the user managing the clone removal. After presenting the system, an example is given to show how it works in practice

    Why special relativity should not be a template for a fundamental reformulation of quantum mechanics

    In a comparison of the principles of special relativity and of quantum mechanics, the former theory is marked by its relative economy and apparent explanatory simplicity. A number of theorists have thus been led to search for a small number of postulates - essentially information theoretic in nature - that would play the role in quantum mechanics that the relativity principle and the light postulate jointly play in Einstein's 1905 special relativity theory. The purpose of the present paper is to resist this idea, at least in so far as it is supposed to reveal the fundamental form of the theory. It is argued that the methodology of Einstein's 1905 theory represents a victory of pragmatism over explanatory depth; and that its adoption only made sense in the context of the chaotic state state of physics at the start of the 20th century - as Einstein well knew

    Two fault tolerant toggle-hook release

    A coupling device is disclosed which is mechanically two fault tolerant for release. The device comprises a fastener plate and fastener body, each of which is attachable to a different one of a pair of structures to be joined. The fastener plate and body are coupled by an elongate toggle mounted at one end in a socket on the fastener plate for universal pivotal movement thereon. The other end of the toggle is received in an opening in the fastener body and adapted for limited pivotal movement therein. The toggle is adapted to be restrained by three latch hooks arranged in symmetrical equiangular spacing about the axis of the toggle, each hook being mounted on the fastener body for pivotal movement between an unlatching non-contact position with respect to the toggle and a latching position in engagement with a latching surface of the toggle. The device includes releasable lock means for locking each latch hook in its latching position whereby the toggle couples the fastener plate to the fastener body and means for releasing the lock means to unlock each said latch hook from the latch position whereby the unlocking of at least one of the latch hooks from its latching position results in the decoupling of the fastener plate from the fastener body
